Europe breathed a deep collective sigh of relief on Monday, as the tension sparked by the presentation of a new 28-point plan for resolving the conflict appeared – briefly – to have been contained. A American diplomat spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Moscow made its countermove: a renewed assault of missile and drone strikes on Kyiv.
The Cycle of Negotiation and Warfare
The chain of conflicting incidents captured the bleak nature of the recent timeframe. By day, political struggles are conducted: optimistic declarations are issued from different nations. Immense energy is devoted on containing certain initiatives. By night, Moscow forcefully demonstrates the world that, for them, military action persists as the main instrument for achieving "resolution".
After-Dark Attacks
As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's exposure was laid bare. Ukraine is able to track projectile deployments from across the border, a ability afforded by current data. From observation points, defense planes that had been deployed to intercept incoming aerial threats flew past – modern combat jets delivered to Ukraine by NATO members.
Moments later, Kyiv's air-defence systems thundered: defensive missiles targeted at a Russian ballistic missile. This was a modern interception technology at work, presumably delivered by partner states. Every deployment jolts you unexpectedly, shaking the windows. The instant of fear quickly becomes resigned acknowledgment: possibly the hostile projectile won't cause damage this time, protecting urban areas from ruin and another blackout.
Continuous Dangers
Not long after, a heavy machine gun fired at a drone close by, part of a rapid response unit – probably imported technology. Unfortunately, the projectiles didn't strike the enemy aircraft – it continued its flight toward its destination.
With pauses, this persisted until dawn. Kyiv faced the daybreak reports: multiple fatalities, devastation and heating outages in multiple buildings as a result of the night's assault. As customarily, everyone still maintained normal activities – experiencing conflict. But those full day encapsulated Ukraine's vital need on external assistance – a dependence that neighboring countries are evidently unprepared to fill in the short term.
Failed Diplomacy
The comprehensive proposal from Washington generated strong feelings, controversy and serious worry – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and bilateral conferences.
Every new proposal from Washington unfolds according to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They stabilise the situation but never actually secure success. This pattern will, no doubt, persist.
Political Considerations
It is easy to blame specific actors of repeatedly advocating Russian terms. But that does not seem to be the complete picture. American leadership functions according to a principle understood by international relations experts: you cannot achieve through diplomacy what you have lost on the battlefield. The US administration presumes that it is impossible to force Russia to abandon the territory that it presently holds in Ukraine's southern or eastern regions.
The challenge is that while recognising this factual reality, American administration does minimal to discourage Russia, through words or deeds, from believing that the status quo will not shift further in its benefit in the months ahead.
Opposing Positions
Therefore, Russian leadership is certain that time is on his side – that Ukraine and its partners are coming close to fatigue. Their reason to accept conditions that does not give them the largest achievable advantage is almost completely absent. There may be many attempts to stop fighting, but they will carry on as long as Russia's leader remains supremely confident in the conclusion.
On the contrary, Kyiv believes that Ukraine can still persist, progressively conceding people and territory but preventing a complete military breakdown until situations evolve in its benefit.
Existing Situation
Realistically, there are no actual prerequisites for a armistice. Now, subjective factors are becoming relevant: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to unite the population around the national cause against any plan Kyiv finds unsuitable, so that their focus does not switch to domestic problems. And although their task will now be significantly challenging after latest incidents, it remains quite doubtful that this will alter their fundamental strategy.
These conflicting dynamics are influencing discussions.
Summary and Prospects
It took a mere seven days to terminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the rest of Europe, along with pacifying measures of representatives, and finally, latest revelations, all achieved their purpose.
While new proposals based on established approaches are forthcoming, Kyiv, London and other European capitals should reach an essential realization: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are rooted in Kremlin requirements and show certain reluctance to alter the situation, if they maintain solidarity and strengthen their defence capabilities at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, primarily depend on sustained allied backing.
